Proposed definition: A claim about an artifact that asserts conformance at the operational layer: the behavior of the system or agent matches what the standard requires at runtime, with no assertion about whether the emitted record validates against the canonical schema.

Why this term: The paired contrast to emission-conformant (proposal #50). Where emission-conformant names the weakest class of claim (the record was emitted correctly), operationally conformant names the stronger class (the system behaved correctly). Together the pair decomposes what an unqualified "conformant" claim silently conflates. The term emerged from claim-scope vocabulary in the OWASP GenAI-Security-Project agent-control-standard (issues #18 and #33), where the witness-scope split (SELF / PEER / EXTERNAL) was agreed.
