Standardized linting and other CI tasks

I think it would be great to align CI and pre-commit checks with Terragrunt. Automatically run tests, lint, etc. Boilerplate should be a first class citizen.

What do y'all think?

They do automatically run CI here, we just have to manually kick off CI for external contributors as a security control.

We do consider Boilerplate a first class citizen, though we're a small team and we have to prioritize what we consider most important to the folks that rely on us, so Terragrunt gets more love.

If you're volunteering to do work on this, we'd be happy to have CI migrated to GitHub Actions, and for pre-commit/lint checks to be pulled in here. You can see how we've scripted synchronization of our lints in the past here. I'll do the work of migrating over the linter, as I imagine there will be a lot of findings to address, so I would recommend you prioritize the other work I've mentioned here.
