Add official support for Ubuntu 26.04 LTS (Resolute Raccoon), including the required compatibility changes, CI image and coverage, and documentation updates.

Why is this needed
Ubuntu 26.04.1 LTS was published on August 27, 2026. Kubespray currently has Ubuntu coverage up to 24.04, so tested support for the new LTS release is needed.
