Configure renovate to make "Work items must be linked" optional in Azure DevOps

We have the policy enabled, which requires us to link a work item to a PR. However, this policy can be made optional.
As we don't require a work item for renovate PRs, to have renovate click "Make optional" for us.

Is this per PR or per repo? And which API can be used?

In our case it would be per repo.

API endpoints that can be used are probably those two:

Looking at the request the browser does I can see the following body:

The magic seems to happen by passing autoCompleteIgnoreConfigIds - so the configuration required on renovate side would probably be a list of ints, referring the corresponding policy...

Renovate already sets completionOptions in Azure PRs. What is that ID 39 above representing?

Must be the "Work items must be linked" policy, because that is what I clicked in the UI.

To confirm, I sent a request to the endpoint documented here.

However, it seems that those integers are client and/or repository specific, as I got multiple responses with "displayName": "Work item linking", e.g. "id": 39 as well as "id": 46 from said endpoint
