Updates GitHub Actions workflows to use
actions/setup-python@v7instead of@v6in the Format (ci-format.yml), documentation build (sphinx_build.yml), and CI auto-update (update-ci.yml) jobs.Existing step inputs are unchanged: pinned Python 3.10.4 for format and pre-commit autoupdate, and pip cache for the Sphinx docs job.
