Adds a new workshop step covering enterprise governance for agentic workflows: tightening permissions, constraining safe-output allowlists, applying concurrency policies, and producing audit compliance reports. Extends the graph from step 29 (Skills) and is also reachable from the step 14 hub. Serves enterprise learners (GHEC/GHES) prioritised by the tie-break rule.
